Jutsu

If you have a 20 in say Ninjutsu does that mean that you can use that 20 to get 1 C rank ninjutsu or 2 D rank Ninjutsu's, or does it mean that you can get 1 C rank and 2 D rank's? I'm confused, since I just assumed you could only use the points once as in the first example.

I have been getting the Jutsu as I reached the number needed, so for Ninjutsu, I have 2 D and one C, since I have 20.
